To the Masters of the Zodiac: As for now, our group is looking for an individual persons to take the title as a master of zodiac. They need not to be a psychic nor potential one. All it needs is their curiosity and dedication to the group. This is a special group of the Legion that is given some special privilege by the group. The masters of the zodiac shall be trained to use the basic ability and the special ability for each sign they carry with it. This is an experimental group in the Legion. Though it is better to pass the knowledge to those who can wield a psychic or mystic ability, the inner circle decided to give it to ordinary individual for a reason they only know.
